Nowadays, women participating in political affairs is becoming more and more mature. However, the proportion of female representatives in the National People's Congress is declining and the female representatives' influence in politics is limited. In addition to formal legal regime, the emergence of this situation also can be subscribed to many informal institution factors in practice. Not solved properly, the problem will seriously affect the democratization process of the People's Congress.How to truly reflect the representation of People's Congress, in particular, the representation of female representation is an important issue that all democratic society need to address. At present, the main channel of women to National People's Congress is recommendation of the Women's Federation. The limitation of women's federations recommendation has become obvious as the development of women's non-government organizations in China. The representatives recommended by Women's federations can not be fully representative of all women groups. In the same time, Many NGO members who have the ability and strong will to participate in political affairs lack access to People's Congress. Many formal legal regime and informal institution factors lead women can not be elected through legal means. Because of lacking of corresponding laws and regulations, even if the "minimum proportion principles" can not create endogenous force.To solve this problem, we should take measures in increasing the number of women representatives of the National People's Congress and increasing the representation of women .Through improving women's representatives will promote sustainable development. The number of women representatives of the National People's Congress can be increased by making the "minimum proportion principles", by guaranteeing the nomination, by reforming the division of the electorates, by establishing the system and by perfecting the regulations of women participating in political affairs. On the other hand, The representation of the female representatives in National People's Congress can be improved by establishing Commission for Gender Equality, by promoting the women to participate in political affairs, by setting up the channels of communication between the female representatives in the National People's Congress and the women's organization, by integrating women's forces in politics.
