Government's performance is an important problem, which is generally paid attention in the contemporary government management, and has already caused the concern of the international government, and will gradually lead to our government management's practice. From the current situation, the western countries, which are headed by Britain and America have accumulated more abundant experience in the aspect of government's performance management's practice, and have obtained certain achievement, and have had a set of more mature theories and methods. In our country, with the continuous progress of administration management system's reformation, the government's performance measurement research has got certain development. At the level of the province and the area class, many local governments have been trying the application of the government's performance measurement. In the process of application, the measurement indicator system's construction and perfection is especially the key. Sang Zhulai who is the group leader of the topic of "Chinese Government's Performance Measurement Research" said that," Measuring government, is not measuring it put how many resources and did how much work, but is examining that what it has done in how much degree satisfied the need of society, enterprise or public." How to examine the government's performance and attain continuous development, have already become a hot problem in our country's public management.This thesis reviews the main quest of the domestic and the international government's performance measurement, analyzes the experience of every local government's performance measurement, and summarizes the existing problems of the Chinese local government's performance measurement. Follows the principles of indicator obtaining, such as system, integrity, measure and comparability, and chooses the related indicator as the basic indicator measuring and evaluating local government's performance, and is consisted of four item systems which are economy development, society development, residents' life and ecosystem environment, and can basically reflect the main aspect of the local government's performance, and constructs a set of indicator systems applicable to the Chinese local government's performance measurement, and tries to provide a kind of appropriate and operable management tool for the local government's performance measurement. Researches combining practical examples, and aims at practical situation of Dalian City and parts of local governments' performance, and analyzes local government's performance measurement using constructed indicator system, and sums up comprehensive marks and sequences of parts of local cities' government's performance, and puts forward related strategies about Dalian City's local government's performance results.Currently, there are many researches about government's performance measurement, but actually there isn't seen much about systematically summarizing the practice of the domestic and the international local government's performance measurement and carrying on the examples' analysis of the local government's performance. Combining the power technique of the analytic hierarchy process and making use of the comprehensive evaluation method, this thesis tries to carry on evaluation and analysis of Dalian City and parts of local cities' government's performance level. This is exactly the thesis' creative place, and is also the major research point.
