Ontology-based Government Information Resource Classification And Organization Of Research

Categorizing organization is an effective way to manage the government information resources. The effective categorizing organization can maximize the value of information. Based on ontology, categorizing organization is significative, which plays an active role in improving avail of the government information resources, promoting government information resources' integration, maximizing the efficiency of information publicity, and improving the efficiency of searches.Currently, there are mainly four ways to categorize government organizations, including taxonomy, subject method, taxonomy-subject system and metadata. Among them, Taxonomy is featured as being systemic, with a good function of "clan index", but somewhat indirect; Subject method is featured as being direct, with a good function of "characteristic index", but less systemic; Taxonomy- subject integrated method has advantages of both the taxonomy and the subject method, and its perfect relation network can be used directly in hyper text system, which make this method suitable for hyper text system management; The metadata can describe information from several angles and levels, but the metadata method should be used together with other methods. These existing methods can not describe information from a semantic level effectively, and are also incapable of guaranteeing the validity of information searching and information integration.Ontology describes concepts and relations among different concepts, being applied to the government information resources to describe the concepts and relations among different concepts from semantic level, so as to decrease effect which results from semantic differences. based on the theories of domain ontology, The thesis focuses on categorizing organization method to the government information resources. Concrete research method is as following: According to studying categorizing organization methods of government information resources to find out the deficiency existed, and then, analyze ontology theories, methods and tools, etc, at last, thesis puts forward categorizing organization method to the government information resources that based on ontology and discussed the way to implement.. Concrete process as follows: At first, introduced the background, meaning and domestic and international present condition of research on information resources and ontology theories. secondly, elaborated the government information resources in definition, characteristic, classification and structure, discussed the methods which includes taxonomy, subject method, taxonomy-subject integrated method and metadata. Based contrast-analyses of method existed, thesis puts forward categorizing organization method to the government information resources that based on ontology. Thirdly, presented the ontology in definition, modeling primitives, formal definition and express means. At last, discussed the ways and means to make categorizing organization method that based on the theories of domain ontology come true. This method is actualized by building up domain ontology on government information resources, making taxonomy-subject integrated methods as the soul to classify system, and describing information in several angles and layers. The thesis chose the Protege 2000 as the tool, seven-step as the method, and chose some assistant tools, such as, Jena and Mysql, etc, to save and resolve the government information resources ontology. In the meantime, analyzed principle and evaluating method, discussed the meanings and problems existed.The categorizing organization of government information resources that based on ontology is significative. Firstly, it enriches theories on domain ontology, makes the ontology theories on government information resources perfect. Secondly, as a synthetical method, it makes the categorizing organization method of government information resources more abundant. Seeing from the principle of building up domain ontology, the choice of method and tool, the concrete process of carrying out and the present condition of the categorizing organization of government information resources, the realization of categorizing organization based on ontology is feasible. Although there are not a tool supporting Chinese completely for building up domain ontology, the usage of language shouldn't become the obstacle of realizing this method. We Believe, with the continuously practicing and effort of the expert in domain ontology, the related theories of the method and tool in domain ontology certainly become more perfectly, which will accelerate the categorizing organization that based on ontology realization.
