Mafia Crime Prevention Countermeasures

Organized crimes of the underworld society has tremendously damaged and wholly crushed the overall society. Its development and extension acts as a serious threat to the development of our nation's political,economical and social advancement. How to achieve the reform and perfection in legislature and jurisdiction and explore theoretically the countermeasures against organized crimes of the underworld society has served as a problem of the academic field's and the practical field's mutual concern in our nation. For the time being, our nation's regulations against organized crimes of the underworld society fail to be very systematic, predictable and perfect. This can't meet the need of cracking down on the increasingly grave organized crimes of the underworld society. Accordingly, in order to practically and effectively crack down on organized crimes of the underworld society, we should base ourselves on our nation's fundamental conditions and draw on foreign states' experiences for reference, study deeply every related factor in organized crimes of the underworld society and discuss it from various angles, providing the basis for decision to take precautions and strong measures against the crime.This article is divided into five parts. The first part is an introduction introducing the background,reasons and purposes of this study into organized crimes of the underworld society. The second part presents the concept and the features of the crime and the differences and relations between organized crimes of the underworld society and other related crimes. The third part discusses the present condition and the developing tendency of the crime in our nation. The forth part serves as a study comparing the countermeasures against the crime at home and abroad. The fifth part introduces our nation's countermeasures against the crime, which is the key point of this article. This article has made more use of the regulations in《United Nations Convention Against Transactional Organized Crime》for reference and presented more of the common nature of organized crimes. However, all crimes are deeply rooted in every nation's specific social background and crimes' own features can't be ignored. Our nation's organized crimes of the underworld society have characteristics of their own, which requires that we should study and sum up more experiences to form a system of counter-measures with our own features against the crime. This article mainly uses the descriptive and comparative study, expounds on related factors in organized crimes of the underworld society and puts forward some explorations and proposals to crack down on the crime in our nation by comparing the features of the crime at home and abroad and drawing on foreign states' advanced experiences for reference.
