Farmers In The New Rural Construction Quality Research

At present, promoting of the construction of a new socialist countryside has become an important task of building socialism with Chinese characteristics. Building a new socialist countryside is inseparable from people who live in the rural areas - the farmers, so that farmer quality will directly affect the new socialist countryside construction. The purpose of this article is to let more people be aware of the importance which is the important role of the quality enhancement of farmers in the process of building a new socialist countryside.This dissertation contains two main methods, which are concrete analysis and causal analysis of concrete problems.In this dissertation, farmer quality mainly consists of scientific and cultural quality, ideological and moral quality, constitutionality awareness and management sense.This dissertation is divided into four parts. The first part discusses the connotation of farmer quality and the importance of improving farmer quality. The second part studies the general situation of Chinese farmer quality, and points out the existing problems, that is to say, scientific and cultural quality and ideological and moral quality are low, and constitutionality awareness and Management sense are weak. The third part analyzes the leading reasons why the present situation of Chinese farmer quality has already formed. The reasons include four aspects. Firstly, the definite reasons of the low farmer scientific and cultural quality are the urban-rural dual system and too many historical outstanding loans of the funds which are invested in education by governments. Secondly, the concrete reasons for the low farmer ideological and moral quality are because of the lag of the ideological and moral construction, the impact of market economy and the lack of farmer cultural life. Thirdly, the specific reasons for weak farmer constitutionality awareness are the influence of Chinese traditional culture, the concept of'the rule of man', the legal running mechanism, and their own factors and the high cost of protection by legal help. Fourthly, the particular reasons of the weak farmer management sense are the traditional concepts of attaching importance to agriculture and inhibiting business, the deficiency of their own knowledge and the effect of the planned economy and the poverty of venture capital and leader. Based on the reason analysis of forming farmer quality, the fourth part states the corresponding countermeasures respectively, which aim at the present situation of Chinese farmer quality,. The measure for enhancing farmer's scientific and cultural quality is to increase investment in rural education, and to promote continuously the rural help activities, to set the development result of rural education as the main criterion to assess local leaders'political achievements, to eliminate of the dual urban-rural structure and then to change the idea of rural basic education. The measure for raising farmer's ideological and moral quality measure is to improve their scientific and cultural quality, to clean up the rural leader crew, to enrich their amateur cultural life, to promote the ways of ideological and moral education and to intensify the psychological care of left-children. The measure for strengthening farmer's constitutionality awareness is to enhance their awareness of the legal running mechanism, to ameliorate the publicizing ways and to provide legal assistance for poor farmers. The measure for enhancing farmer's management awareness is to develop the productive forces, to deepen the innovation economic system, to strengthen economic knowledge training, to increase the financial support and to set the typical model continually.
