For a long time, without rivals to provide the same service, the government has a monopoly on the supply of public goods, which results in low efficiency and low level of public goods supply. Particularly it can't satisfy modern society's diversified need for public goods with the developing of the society.From 1970`s, the public service system of many countries in the world has given rise to the market trend and the third sector has acquired tremendous development in public service. Compare with the low efficiency of government and the profit-oriented behavior of business enterprise in supplying public goods, the third sector can combine equity and efficiency perfectly, make up for the shortage of government and market and satisfy the need for public goods in different communities. With the advantage of vividness, extensive, innovation, profession and close to the basic, the third sector plays an important role in supplying the public goods. Being subjecting to the political setup, economic level and social development, the third sector in our country has various shortage and irregularity in the process of creation and development, which makes the third sector sink into a predicament when supply public goods.The paper adopts system analysis and comparative analysis. By analyzing the practice and the theory of the third sector participating in public goods supply, the paper defines explicitly the function of the third sector in supplying public goods, analyses deeply the predicament and reasons of supplying public goods by the third sector. To improve the supply of public goods, we should lead the development of the third sector and encourage the third sector to take part in the supply of public goods. Finally, realize it through try to establish two different replacing modes --- mode of authorization and mode of substitution. Certainly, in order to make the modes come true, government should reform a series of executive management methods to adapt to the diverse corpus into the supply modes of public goods, at the same time the third sector should make itself perfect to realize its function in public goods supply.
