E-government Public Services A Variety Of Modes And Choices

Government electronic service is one of the basic parts of e-government as well as its core value. Government electronic service can enhance government's ability to serve public, improve the quality of such service, save the cost for it and ameliorate the relationship between government and public, which is an effective way for establishing an efficient, responsible and qualified government with serving public as its ultimate purpose. Since the beginning of"the project for government online"in 1999, governments of all levels have almost established their own website so as to serve public online. In recent years, we have made certain progress in the items, quality and interactivity of government electronic service. However, due to the specific situations of our country such as the low prevalent degree, the low degree of country education and the imbalance of economic development, the model of government gateway website can not adapt well to our country. Therefore, in order to improve the ability of government electronic service, to serve public better and to establish the harmonious social democracy society as quickly as possible, how to establish various models for government electronic service and select a suitable model in a specific area have become an urgent problem for us.This paper first describes the current situation of the government electronic service in our country, introduces the problems existing in the process of establishing government electronic service, such as the difficulties for people to get information from government website; the inadequacy of electronic service in terms of depth and breadth; the low degree of public participation and the deficiency of public demanding for government gateway website, and penetrates into the causes for these problems. It indicates that the main obstacle in the development of government electronic service lies in the single way of it, that is, the government gateway website. Due to the imbalance in economic development, the infrastructure of communication, governmental informatization, and education, the diversification of government electronic service must be taken into consideration, and the selection of every specific model must be adapted to the concrete situation of every area. The paper then, on the basis of analyzing the mechanism of government electronic service, carefully introduces various models and their characteristics for government electronic service. Finally, it raises a selecting method for them, which has borrowed from the idea of balance score card. In this method, it analyses the effects of various aspects such as benefits, customs, content and process, and learning and developing to government electronic service, and provides an index system for the selection of government electronic service method; meanwhile, on the basis of it, this paper, with the use of analytic hierarchy process, selects their best fit model for specific areas.
