International factoring, which provides such services as short-term finance for the suppliers, maintenance of accounts, collection of receivables, and protection against default payment by debtors, is a newly-developing trade settlement method preferred by more and more exporters and importers in the whole world. Furthermore, with its safety, convenience and high efficiency, international factoring enjoys a very good reputation in international trade.The core of international factoring is the assignment of the receivables,which is also the basis of international factoring deriving from the trade agreement between the exporter and importer. Regulations and laws on receivables in many countries are fairly different, for they have different opinions on the nature of international factoring.International factoring does not have a long history in China. It is only twelve years that Bank of China started to provide this service. However, with the significant development of international trade in China, international factoring must play a much more important role in our economy. Therefore, it seems to be pretty necessary to do sufficient researches on this issue.This paper focuses on the assignment of receivables in international factoring. It will discuss the nature of receivable accounts, distinctions for rules and laws to regulate receivables in different countries, relevant regulations on assignment of receivables in China's laws, conflicts of right among concerning parties and solutions to such conflicts with the aim to put forward a feasible proposal to the development of our country's regulations on international factoring.
