People's Republic of China established diplomatic relations with Israel in 1992 at the end of the Cold War. The cooperative relations between the two countries on politics, economics, trade and military have developed rapidly, which has also achieved splendid progress. In 2000, the"PHALCON AEWC&C"event occurred between China and Israel——Israel broke the contract with China unilaterally under the pressure of America, refusing to supply the PHALCON system to China, which has given the two countries'relations a violent blow and lead it to a trough. The thesis has four parts, analyzing the arms sale of Israel to China and its influence. The first part of this passage mainly talks about the development of Sino-Israel relationship after rapprochement in which the importance of the arms sale to China is also emphasized. So, the bilateral relationship, with"PHALCON AEWC&C"event as a turning point, is divided into three stages. The first stage is the overall development of bilateral relations from 1992 to 2000; After"PHALCON AEWC&C"event happened, Sino-Israel relationship came to low ebb; since 2004, we began to see the resumption of the two countries'relations. In the second part the"PHALCON AEWC&C"event is talked in detail for the analysis of it. Started from the event, in the third part I analyzed the issue of the arms sale to China from the following aspects. The first factor is America—the vigilance and hostility of to China together with'the special relation'between America and Israel have seriously impeded the military co operations between China and Israel. The second factor is Israel itself, whose military techniques are limited by America. How to develop Sino-Israel relationship with the interference of external factors is discussed in the fourth part. There are three points, the first of which is to maintain the military cooperation with Israel from the long-term national interests of the two countries and the second one is to vigorously develop relations with little external interference like the economic, science and technology, education, agriculture etc. The third one is dealing the relations with Israel properly from the overall situation of the entire Mid-east and the relationship with Arab countries.Through the above analysis we come to a conclusion that we must attach great importance to the interference of external factors in Sino-Israel relations. But, what's more important is to encourage Israel to supply military technique continually and to maintain the technology transfer and cooperation under the pressure of America, which conforms to our interests. In this sense, we should not dwell too much of the incident in minor issues, or exaggerate the responsibility and mistakes of Israel, which may damage the relations between the two countries. Besides, we should treat the Sino-Israel relations from a more macro point of view, and regard it as a part of many conflicts like the Sino-Israel relations, Sino-US relations, Sino-Albanian relations, the Iranian nuclear issue and the Taiwan problem, which would provide opportunities to solve other problems.
