Constitutionalism is the key issue to modern political democratization in China. Based on the understanding of Constitutionalism and Constitutionality system, this essay discusses the unparalleled role of Citizen Supervision to restrict public power and enhance constitutionalism. Western theories and institutional practices on constitutionalism have conveyed four major principals: rule of law, political competition, the separation and balance of powers and political supervision. Citizen supervision is an indispensable part of political supervision. Hence the essay focuses on the improvement of citizen supervision system in China with an aim to exert citizens'supervision rights in a full fledge. However, current studies on this issue are relatively limited. So this essay tries to draw theoretical discussions on the development of domestic citizen supervision under a constitutionalist perspective.First and foremost, constitutionalism is defined in a democratic view. And a retrospective portray of western constitutionality system is laid on triple basic theories: social contract theory, people sovereignty theory, and the"rule of law"thoughts. Moreover, citizen supervision's role in a constitutionalist sense is concluded to analyze China's citizen supervision and the drawbacks behind: lacking civil society, freedom of speech, etc. The last but not least, government guidance as an active force is highlighted to propel political reform by institutionalizing social supervision, cultivating civil society, improve media independence, and so on.
