As the basic law for defining the attribution and utilization of property, Real Right Law makes a clear distinction between private and public rights. Its implementation will insert a profound and lasting influence on both the standardization of government agency, which is the main body of executing public rights, and its staff's performance of administration according to law.Acting as the government authority supervising goods and personnel entering and leaving the territory of the PRC, Customs'administrative execution of the law covers a wide range of area, which can make direct and significant influences on the real right. The summarization of the influences of Real Right Law to the Customs'administrative execution of the law, and the research on how to cope with these influences can strengthen the Customs'awareness to respect and protect the real right, in order to promote the progress of building up a law-ruled, service-oriented and responsibility-based harmonious Customs.This paper is divided into 5 chapters. Chapter 1 is the overview of Real Right Law's influence on the Customs'administrative execution of the law. Chapter 2,3,4 form the main body of this paper. They elaborate the influences and countermeasures, which Real Right Law brings about to the Customs'administrative execution of the law, mainly from three areas of regulations on real rights for security, regulations on obtain real right in good faith and regulations on protection of real right. Regarding how to actively cope with these influences which Real Right Law brings about in various areas of Customs'administrative execution of the law, Chapter 5 generally brings forward three key aspects: strengthening Customs legislation, improving ability of execution of the law, constructing external environment for execution of the law.
