Deng Xiaoping's Administrative Ethics Theory is the important part of Deng Xiaoping' s Theory, and a combination of fundamental principle of the Marxism administration ethics and administrative ethics practice of Contemporary China revolution and construction. In the process of solving China actual problems by Marxism - Leninism, Deng Xiaoping has formed the systemic administrative ethics Theory , which has enriched and developed Marxism administrative Ethic Theory.There are three parts in this article. In the first part, it has analyzed the origin and Social Historical Conditions of Deng Xiaoping Administrative Ethics Theory. It has pointed out that the theory origins of Deng Xiaoping Administrative Ethics Theory are Marxism and Mao Zedong Administrative Ethics Theory. The social historical conditions include the excellent Chinese national traditional culture, China revolution and Chinese socialist construction practice, peace and development as the themes of the times. In the second part, this article has tried to generally grasp the main important content of Deng Xiaoping Administrative Ethics Theory from four aspects of the administrative ethics view, the administrative ethics regulations, the administrative Ethics system construction as well as the administrative ethics appraisal, which include communism moral view, leadership view that the leadership is the service, moral principles of collectivity, spirit of plain living and hard struggle, work style of seeking truth and being practical, the courage and wisdom of employing staff that is respecting knowledge and talents, system virtue prior to Individual virtue, responsibility structure of administrative ethics and supervision structure of administrative ethics. The subject of administrative ethics appraisal is people, the object is administrative practice activities, the evaluation criteria is "three benefits". In the third part, it has elaborated the theoretical value and practice significance of Deng Xiaoping Administrative Ethics Theory. Deng Xiaoping Administrative Ethics Theory has enriched and developed the Marxism Ethics Theory, consummated Deng Xiaoping Theory Framework, to our country administration ethics practice. It is significant for administrative ethics practice in China.
