Study Of Administrative Culture From The Perspective Of Responsible Government

In order to enforce constitutional government, construct socialist political civilization and upgrade government management ability, and also to answer government accountability, which is paid attention to and rethought by the public, is caused by the outburst of public incident and major accident, carrying forward the construction of responsible government is the object of our country administrative reformation under the influence of the theory study of domestic and international theory research and the trend of international administrative reformation. The article puts forward that the relation between administrative culture and responsible government is bidirectional effecting. on the basis of analyzing the theoretical principle and character of responsible government and the character and function of administrative culture. Also the article analyzes the problems of responsible government construction and their reasons in terms of administrative culture. And then give concrete tactics to innovating administrative culture to get the goal of advancing responsible government construction.The article has five parts. Chapter one, introduction briefly introduces the background, significance of the article. On the basis of summarizing the domestic and international research achievements, basic train of thought and main content are generalized, and main study methods used in the article are introduced.Chapter two, definition of basic concepts of thesis and theoretical foundation. Related concepts, characters and functions of responsible government and administrative culture are explained. And the theoretical foundations which are related to the thesis are the Social Contract, People's Sovereighty, Ethics of Responsibility and Administrative Ecology.Chapter three, the relationship between administrative culture and responsible government. Public administrative was influenced by purely rational management model deeply in earlier times. Latterly it was influenced by culture management model. As the administrator, government was also influenced by the change. The relation between administrative culture and responsible government is bidirectional effecting. Responsible government construction is effected by culture environment. Chapter four, the actuality under the influence of administrative culture and question analysis. First the actuality of responsible government construction was described. Then the questions in the responsible government are analyzed in terms of administrative culture. The results are administrative alienation, the disorders of the administrative moral,and dated administrative thinking style.Chapter five, innovation of administrative culture: to perfect the culture environment of responsible government construction. In view of the questions existed in the responsible government construction, countermeasures are proposed in terms of rebuilding administrative values, strengthening administrative moral and changing administrative thinking style so as to advance the responsible government construction in view of administrative culture.
