Public Process Involved In The Path Of The Government Performance Assessment

The public participation in government performance evaluation is a new concept of public administration which accompanied by the development of democratic administration and sustainable utilization of government performance evaluation. It also is a new kind of institutional arrangement which combined the campaign of the reinvention of government through citizen participation and the campaign of government performance evaluation.The essential content of public participation in government performance evaluation consists in that the public evaluate the public services and public goods provided by the government and express their needs directly. Through public participation in government performance evaluation, it can effectively enhance the interactive communication between the public and government and promote government's level of providing the public goods and public services in accordance with the views and demands of the public.In recent years, with China's thoroughly implement of the concept of "governing for the people" and the development of government performance evaluation's study and practice, all kinds of activities of public participation in government performance evaluation activities have been carried out all over the country. And on the basis of China's actual conditions and summing up successful experiences, we could explore a feasible path and operational models. Ultimately the public can participate on the entire process of government performance evaluation including planning, measurement, publishing, feedback and other activities. Only in this way can public participation in government performance evaluation really play its functions.
