Among all the problems the disabled face, employment is always the key point and the difficulty. Employment, for the disabled, is not only the realization of their own values but also the assertion of their rights, and for the society, the disabled have a job, means use the human resource properly. However, the posture of employment of the disabled is not optimistic; a large number of the disabled unable to obtain an occupation, thus, the conclusion that the disabled are excluded by society come is got easily.Since 1970s, the western scholars advanced social exclusion theory. Social exclusion refers to the individuals, the families and the communities are unable to participate in social common activities because of the lack of opportunities. Social exclusion is also a procession in which the excludee is isolated and marginalized; this procession is dimensional, and that means the excludee lack in all aspects for a long time, including in economy, in politics, in social supports, in culture and in psychology. According to the theory, the disabled are excluded in china is no doubt, they are excluded in conception, education, environmental accommodations, and all these exclusion finally enlarge the exclusion for the disabled in labor market and become the root of the problem of the disabled employment. Social exclusion affect the implementation of policies and make the disabled feel frustrated. It is necessary to eliminate social exclusion.The thesis is based on social exclusion theory, analyzing the exclusion in different aspects and focusing the influence on the disabled employment. This thesis try to put forward to the suggestion to promote the integration and strive for more opportunities to let the disable participate in social activities, especially the regulation of policies, be their own representatives. The current policies do not exert much in helping the employment of the disabled and need to implement thoroughly ,and some that are suit for the employment request of the disabled should be reformed.
