NGO is an important part of civil society, which reflects the development of society. Today, in the world of globalization, NGO has assumed the special responsibility that nation states and inter-governmental organizations can not take, and it is playing an even more significant role in different social sectors. In the recent two decades, NGO has developed rapidly in Russia. The reform carried out by Gorbachev promoted the first wave of NGO in Russian history, and then in the Yeltsin era, NGO was provided capacious space for development. After Putin became the president of Russia, the number of NGOs has reached 450 thousands. They get money from western countries, cover many fields, and have special political characteristics.Since 1990, Russian government started to make laws on NGO. From 1995 to 2005, Russia has implemented four laws on NGO, which protect and confine the NGOs in Russia. In 2005 the Putin government carried out the"NGO Law in Russia", which is most influential and disputed. Comparing with the former laws, this one is obviously more restricted and standard, which embodies the most apparent changes since Russia adopted the policy on NGO. The Putin government has realized the special effect of NGOs during the"Color Revolution"in CIS, so that they must conduct strict laws on NGO in order not to fall into the same trap again, and safeguard their national interests and security.In the dissertation, NGO is defined as those non-governmental organizations that have branches or representative institutions in Russia, which are funded by foreign countries. The"NGO Law in Russia"has strengthened the control over NGOs, which sets China a good example. As for the Chinese government, on the one hand, we should recognize the positive effect of NGO; on the other hand, we must implement laws to supervise and control NGOs in China. At present, we have no specific laws on the issue. Consequently, we should make laws on NGO in the future, which is a key to maintain social stability and promote economic prosperity in China.
