On The Construction Of China And Transparent System Of Government And Countermeasures

Transparent government system is a complicated systematic project construction, is also a long-term and arduous task. At present, the domestic study of transparent government, from theory to practice extensively involved many fields, and acquires great achievements. But the studies from the perspective of political science are rare, in-depth theoretical study is not enough either. This article attempts to study problems of building transparent government system in China with the political system theory and seek solutions.This paper from the following four parts to be discussed:The first part compares and analyzes the concepts of transparent government, open government information, open government affairs, open public administration etc…defines the concept and contents of transparent government. Make clear that transparent government system consists of two elements: the Government Information Open system and the systematic mechanism of civic participation.The second part introduces the status quo of China's transparent government system-constructing, including the Government Information Open system and the civic participation system.The third part analyzes the existing problems of China's transparent government system-constructing, involving the aspects of operational, legal, functions and system, and tries to find out the causes including the traditional bureaucratic system, the planned economic system, the games between bureaucratic group inside and outside, the characteristics of social transformation and the independence of news media and so on .The fourth part thinks through the countermeasures to solve the problems of China's transparent government system-constructing, mainly from the ethics training, the transformation of government functions, strengthening the awareness of rule of law, improving information disclosure, strengthen internal and external supervision. Through the four parts above, come to the conclusion that the transparent government should not be acted by government unilaterally, it is a complex system which needs the social community to be involved as a whole. To achieve the objectives of transparent government is also inseparable from a series of the scientific and rational, legal and procedural systematic mechanism. Therefore, we need to base ourselves on China's special administrative environment, explore continuously under the dual forces of government's "automatic" inherently and the people "push" outside, to improve China's transparent government system-constructing.
