Three Gorges Reservoir Resettlement Compensation System And Improve

Millions of people get involved in resettlement caused by the Three Gorges Project, and the compensation of reservoir immigrants becomes a huge project which is not only a legal problem but also an important social problem. The author came to Guojiaba village YiChang city twice, and made investigation on the compensation of resettlement in the village. Through analyzing the questionnaire and record, the author found that although the government had paid the compensation, the resettlement evoked fierce social conflicts. The problems are as follows: the resettlement compensation policy is not accord with reality and it hard to guide the legal practice; the standard of compensates to be somewhat low; the foundation of the compensation policy is not always juristic; not considering the increase of commodity prices; and the difference in compensation standard between the city and the rural side; too many trivial details exist in compensation process. The author proposes the solution and suggestion in the last part of this article. In view of these questions, the author links to the local reality, put forward the consummation current immigration placement compensatory regime's proposal from four aspects.There are four parts of this article, they are as follows:First part is the analysis of the compensation policy in Guojiaba village. The author first introduces the basic situation of resettlement compensation in the village, and then analyzes the records through questionnaire.The second part is the analysis of the policy of compensation in Guojiaba village. The author analyzes the basic principle, range, and content of the compensation policy.The third part is the analysis of the main problems exists in the compensation policy. The author analyzes the main problem from both system and practice of rural resettlement compensation policy.The last part is the solution and suggestion. The author try to consummate the system of resettlement compensation policy by taking following measures: raising the operationalism of rural resettlement compensation policy; rising the compensation standard; the mechanism formulated to ensure the public's participation in making the compensating standard; enforcing the afterwards prop policy.
