International Atomic Energy Agency (IAEA) was created in response to the deep fears and great expectations resulting from the discovery of nuclear energy, fears and expectations that have changed profoundly since 1945 and continue to fluctuate. The Agency shall seek to accelerate and enlarge the contribution of atomic energy to peace, health and prosperity throughout the world. It shall ensure, so far as it is able, that assistance provided by it or at its request or under its supervision or control is not used in such a way as to further any military purpose. After the Cold War, the non-proliferation principle was confronted with several challenges; the capability of the IAEA safeguards has been reinforced.In 1991,the Iraq's clandestine weapon program was discovered. Many countries had doubted of the adequacy of the IAEA safeguards .The event led the states and the IAEA to strengthen authority and effectiveness of the IAEA safeguards. The United Nation Security Council assigned to the IAEA several missions in Iraq: carrying out immediate on-side inspection of Iraq'nuclear capabilities; developing a plan for the destruction, removal or rendering harmless of Iraq's nuclear weapons or materials. The IAEA finished missions and protected the non-proliferation regime. But the IAEA couldn't prevent the Iraq War, which was launched by the United States. It was apparent that the IAEA as an international organization has the limited capabilities. The dominating factor affecting the resolution of crises is the result of political or military struggles between the states.The functions of the IAEA are much affected by the vicissitudes of national moods, international politics and technological change. As along as the globalization greatly expend, international organizations and regimes will play important role in the global governance. With the changes of international situation and the improvements of the non-proliferation regime in future, the functions of the IAEA are going to be enhanced. |
