This thesis tries to explain social change happening now and its relationship with governance change in Liangshan Yi area through NGO case study. The way to reach conclusion includes tracing civil society theory and NGO's developing history, looking back the process that NGO appearing and rising in Liangshan, then comparing international NGOs and local NGOs what and how they do, and finally discussing NGO's indigenization. The writing bases on documents summary and fieldwork, with containing participant observation, major interview, and native's point of view especially in fieldwork.A certain point is actually Liangshan Yi people's public notion is vague. First, it has to do with Liangshan Yi people's Jiazhi organization which still plays an important role in helping its members in trouble now. In fact, Jiazhi is a non-governmental form belonging to not public but private space. Second, in local people's opinion, government, international NGO, or local NGO, neither has much relation with them. A fact is how the local people consider the difference between government and NGO mainly depends on their interest. Only higher officers in government and stuff in NGOs have considered this problem comparably, and then first they think NGO can't replace government, with NGO will leave or disappear at last; second international NGO's purpose is to promote indigenization through stimulating local people and local NGO's ability to develop by themselves; and finally local people who work in NGOs are just beginning to try considering what is NGO and what is localization. In a word, local NGOs' appearance doesn't mean NGOs in Liangshan have realized indigenization now.Through reviewing on what and how NGOs do in Liangshan, we can see apparently because NGOs have no way getting into rural community without government's permit, government allows NGOs coming in and tries to cooperate with them as much as possible. So far the thesis has come to its conclusion, which is at one hand NGO's booming in Liangshan is the result of accomplice between governance reform of local government and globalization and participant politic in the west; at the other hand, it's the governance change not reversely causes social change in Liangshan.
