International legal protection of the underwater cultural heritage protection is concerned by more and more people. Witting or involuntary actions will all bring irreparable harm to the underwater cultural heritage, such as destructive salvage, improper handling after salvage, the submarine pipeline and cable laying, and so on. So, it needs some correlative laws to protect in which international law in particular.However, because of the political, military and economic interests, leading to the relevant international legal documents are often the result of a compromise with each other. A number of important but sensitive details can only be avoided or be constructive ambiguities. This will take some legal constructional different meanings and all kinds of conflicts in the future when the laws are put into practice. At the same time, international legal documents are still needed to be domestic law of all countries, but domestic laws of all countries are not exactly the same and even contradictory, so it will also take conflicts in the process of the protection of underwater cultural heritage.This article hopes to study on the basis of anterior production, do in-depth analysis focus in the process to constitute international legal documents (especially the UNESCO "Convention on the Protection of Underwater Cultural Heritage") that being ignored or deliberately evaded but can bring differences and conflicts (such as jurisdiction and property) in order to be able to make up a little short-comings in this area and to further expand the idea for future similar studies. At the same time, I also hope that through these research of conflicts, I can put forward a reasonable solution, so that among the protection of underwater cultural heritage to cooperate with each other really possible. It especially has a very strong practical significance to our country in which has an extremely long coastline and rich in underwater cultural heritage.
