Preface gives a survey of the significance of studying the question of the expectation possibility theory as well as the present domestic situation of research into it, and meanwhile exposes the logical trail of the author's unfolding this thesis. The main body is made up of three sections. The first section reviews on some questions about the expectation possibility theory.Including the origin,development,current situation of the theory.On the basis,talking at large about some focal points and hold the author's own opinion.The second section is concerned with the influence of the intruduction of this theory.This section sums up the viewpoints between pros and cons about introduction.The aim of writing this section is to make point:It is necessary to import the theory.To inport the substances is much more important than the fome. The third section conceives some new legal provisions about the profile of the focal point of the paper. The key point and innovation place of this article is the introduction designed by the author. And, the criminal law part mainly take the 63rd 2nd article of stipulation as the foundation design, supposes the third section of indication to be as follows newly:"if the criminal offender stems from firmly has to implement the criminality, authorizes by the Supreme People's Court, may avoid the punishment."In the conclusion, the author restates her views in the previous part of the paper.
