10 years in power, British Prime Minister Tony Blair, changing the rigid policy on Europe during the Conservative Party period, put forward the slogan " blending into Europe, leading Europe", actively involved in European affairs and did a certain contribution on the development of the European integration such as strengthen political leading to the Amsterdam Treaty and the EU Constitutional Treaty signed, the active participation of the defense of Europe and the support of European Union's eastward expansion and the active move closer to monetary union on economy. However, limitations of policy on Europe of the Blair's government are also reflected, such as the opposition to interpret the European integration with the "United States of Europe" or "federal", the emphasis on the basic affection of the NATO on the EU defense and security building, following closely the United States on Iraq and other issues despite opposition from EU countries such as France and Germany to, positively moving closer to the European Monetary Union but did not join the euro. This paper shows that Blair's EU policy is focused on its diplomatic thoughts and strategies to carry out the goals. As long as we pay close attention on the objectives of Blair's diplomatic thoughts and strategies, it is not difficult to understand the substance of Blair's policy toward the Europe. As the changing situation at home and abroad and the development of British own forces, Blair brings new contents and features to Britain diplomacy forming its own strategic objectives and measures, that follow Winston Churchill's "three-ring diplomacy" ideology, based on the special Anglo-American relationship and the Sino-British relationship. Blair developed the hinge diplomacy,attached importance to affect of Power of soft strength and carried out a wide range of multilateral international cooperation to play an important role in dealing with major international affairs and revive"the World Power status".The article is also focused on the analysis of a variety of factors effect on the Blair's policy on Europe. This article is divided into four chapters: The first chapter is devoted to introduce the stage of the development process of European integration and the Britain before Tony Blair come into power and analyze the origin of the Blair government's policy on Europe; the second chapter shows the Blair's diplomatic thoughts and strategies, Blair's European policy background and the British and European integration policy during the Blair government while describing the Blair government's position on the European Community; the third chapter is focused on analyzing the impact factors of Blair's policies and the substance of Blair's policy; the fourth chapter describes the evaluation on the Blair government's European policy.
