The small pressure from population and relatively lower human's quality are the main problems which obstruct our economy and society development in a long time. that how to realize from emphasizes and relies on the talented person to take seriously with the display human resources function idea transformation, Realizes the Laos economic society sustainable development key. for Laos country , especially in the time of carrying out "developing country" strategy and the knowledge economy appearing , it's very important to use the theory of human capital for reference.In the 21st century, the quality of human resources, structure and creativity become the decisive force for economic growth, which enables human resources to exert the most efficiency in the development of enterprises and society, so as to promote faster social development. But it is the most significant that we should allocate human resources rationally and effectively.
