Neo-conservatism, emerging in the middle of the 1960s, is a new kind of political trend in the United States, which is a result of against the liberalism. Neo-conservatism is different from other political thoughts, it has a profound foundation of philosophy of politics, that is, "natural right" advanced by Leo Strauss, this philosophy theory has deeply affected the neo-conservatism, and made it have an antagonistical mode of thinking.Exporting democracy is always the theme of foreign policy of neo-conservatism. Especially during the later empire period, the theme had already become the important component of the foreign policy of neo-conservatism. The fact that America won the victory of the cold war by "notion war" theory, and the real condition of becoming the only superpower after the cold war urged neo-conservatism put forward the strategy of global democratization. The accident of 9.11 has facilitated the strategy to be regarded as the only way to smash terrorism, and to protect the safety of America.The strategy of global democratization points to Middle East, Central Asia and East Asia. From its point of view, these regions need this strategy; these regions are the areas which involve America's vital interests. Neo-conservatism advocates taking various measures to impel democracy, including launching a war.The substance of the strategy of global democratization is a measure to realize the country interests, realizing Americanization, is to serve for realizing the world domination. The impure motive of impelling democracy leads this strategy to face many challenges. Democracy strategy adopts the way of non-democracy, it doesn't bring democracy and freedom to target country, the worse thing is to make the conflicts more serious. The adoption of double standard on the problem of democracy and distinction of the target of democratic revolution make this democratic plan lose creditability.
