"people-oriented": The New Development Of The Concept Of The Chinese Communist Party

The study of a political party's ruling philosophy is the key to the research of the party's ruling ability. To put more efforts into the study of the CPC's ruling philosophy in the new era is of great importance in the following respects: to enrich and develop Marxist ruling theory; to improve the organization of CPC and its ruling ability; to promote the establishment of a harmonious socialist society; to build a well-off society.The CPC's ruling philosophy derives from the party's ruling practice. The ruling philosophies based on the leadership of Mao Zedong, Deng Xiaoping and Jiang Zemin and the ruling philosophies of being people-oriented and being scientifically developing, which was put forward by the central committee of CPC with Hu Jintao at the core since the 16th National Conference of CPC, form the center of the party's ruling theory, that is, to develop the party and to rule the nation for the well-being of all the people in the country. And many philosophies were practiced according to the specific historic situation.The CPC's ruling philosophy of being people-oriented is analyzed with three parts in the paper:Part one: the scientific connotation of the"being people-oriented"ruling philosophy is set forth. ruling philosophy is the core value which is abstracted and generalized by experienced summary, rational thinking and highly synthesis over ruling discipline, aim, motive as well as tasks during ruling party's long-term practice. In this part the writer holds the opinion that this ruling philosophy is the core of the scientific development outlook and it is a new part of the CPC's party construction theory.Part two: the historic origin of CPC's"being people-oriented"ruling philosophy. It is stated that the new ruling philosophy is a combination of Marxist basic principles and China's specific national and party situations. And it is a creation and development of the party's ruling philosophies at different historical stages.Part four:the significance of the establishment of the"being people-oriented"ruling philosophy. The establishment of the new ruling philosophy is of many benefits. It is good to the enrichment and development of the ruling thoughts of a Marxist ruling party. It is good to the self-construction of CPC and to the improvement of CPC's ruling capability. It will also promote the all-round development of a person.
