The objective of a government is to meet the public demand and to serve the public better. Though the concept of"service-oriented government"was only brought forward in China in recent years,"to serve"has long been a inherent function of a government. Accelerating the transfer of government functions, constructing a service-oriented government and building a harmonious socialist society, has become an objective of the central government and local governments of different levels in their administrative reform.Some local governments started practicing the perspective of service-oriented government at the beginning of this century and provided us with some successful experience. Governments of different level have gradually improved their consciousness of public service. E-government has played more and more important role in carrying out administrative measures both lawfully and openly. Public service expense has been increasing and the people's life standard has been improved. Unfortunately, their misunderstanding of the concept has made the practice of service-oriented government deviating from the right course. They have paid efforts and spent money on things that are superficial, while making no substantial changes in their minds.Constructing the service-oriented government is a big system engineering project, it's not something like setting up a few"service halls"or"mayor's hotlines"or"government websites". The essential of building a service-oriented government is a substantial reform in government functions and the way that the government performs, which means a revolution against the traditional administrative mode. The construction of the service-oriented government is a basic project of the administrative reform of the government, and needs to be improved in the process of the combination of theory and practice.Therefore, while keeping a positive attitude on what we have achieved in the construction of service-oriented government, we have to pay more attention on the problems that occur during the process and its causes. Finding the causes of the problems and the proper ways of constructing the service-oriented government with Chinese characteristics is the significance and the purpose of this paper.This paper discusses the above issues in 4 aspects, which are:Chapter 1: The time background of the construction of the service-oriented government in China and the origin of its theory.Chapter 2: The achievements of the construction of the service-oriented government in China. Taking the"big department system reform"and the modus operandi of some typical municipal governments as examples to show the ever improving consciousness and ability of different level of governments in constructing service-oriented government.Chapter 3: Problems that exist in constructing service-oriented government in China and the analysis of its causes. Commonly existing problems are sorted in 6 categories, the causes of which are analyzed in 3 aspects: subject of service, object of service and the consciousness of citizenship.Chapter 4: Path choices in constructing service-oriented government in China. Bring forward 7 measures regarding to building up legal environment, transferring government functions, accelerating the construction of citizenship society and building up public financial system, and so on.This paper emphasizes on the analysis of the problems and causes. Taking the latest treatises of the Party leaders and the nation leader as a reference, this paper brings forward the personal view of point of the author. Except for the paths that are widely accepted by scholars, this paper believes that improving administrative morality and building up social agencies of different levels may also be helpful in the construction of service-oriented government.
