The thesis is focusing on Liu Heng,who was the county official that serviced the jia Qing Emperor and Dao Guang Emperor.With studying his masters like Yong Li Yong Yan,Shu Liao Wen Dao and Du Iv Xin De,we will examine his executive behavior and justice practice.After Mid-Qing dynasty,the situation of local governance was going down,on the context,Liu Heng,according to the principle "be the government official by yourself",was very excellent on both managing common people and subordinates. He was not only self-disciplined,but also knew much about how to manage people and satisfied them.When it comes to control his subordinates,he took different methods for different person in order to clean the air of Yamen.On the other hand,Liu Heng was very skilled in justice for his law knowledge accumulating in his early year.He advocated punishing Pettifogging severely,and he also promoted not to reduce cases beyond normal procedures.Besides,he believed that it mattered on controlling the entire process to ease the burden on common people and remediate Yamen.On the base of researching Liu Heng's behavior in executive and justice way, the writer believes that,on the one hand,the quality and behavior showed in Liu Heng fit the standard of Xunli through Qing Dynasty,as well as good official in terms of common people,this is the reason why he stood out after mid-qing dynasty,on the other hand,as a member of the Bureaucratic system,he also faced with the Dilemma that he could not see the situation outside the box,and his excellent behavior was just the basic principle required by the country.He knew the defects of the system,but he could do nothing to fix it,so it was doomed that he couldn't make it at the very last.
