In the context of today's information age,a special political phenomenon,Politics on the Net,have some significant effects on China's current political system reform. It will has a very important significance to carefully study these effects, take advantage of the optimistic impacts brought about by Politics on the Net, and restrain negative impacts.This paper has been divided into three parts.The first part introduces the conception of Politics on the Net, basic characteristics and the development situation in our nation. Politics on the Net is a political phenomenon for the persons who take part in the Social and political activities by internet. It has four characteristics, including the virtuality, the directness, the equality and cost of cheapness. In china, Politics on the Net had a vigorous development for a long time, which mainly showed three aspects: the party and government's high attention to Politics on the Net and cyber citizens'participation and deliberation in state affairs coming into fashion; e-government's beginning to taken shape; network public opinion increasingly rising and Supervision on the Net becoming a new social supervision.The second part introduces the positive and negative impacts on Political System Reform in China. The positive impacts include four aspects. Firstly, Politics on the Net is beneficial to perfection and innovation of the democratic construction; Secondly, Politics on the Net opens up a new way about power supervision; Thirdly, Politics on the Net raises a new requirement on ruling party construction; Finally, Politics on the Net promote the government reform and transformation of government function. The negative impacts are possibilities of hindering political stability, damaging external environment of the Political System Reform and causing digital divide and network inequality, which are not good for realizing the target of the Political System Reform. The third part puts forward the countermeasure about how to utilize positive impacts and inhibit negative impacts. According to actual circumstances in China, Paper embarks on the analysis and brings forth concrete suggestions from three aspects: developing e-government, playing Supervision on the Net and improving democratic participation.
