The separation of the system of three powers is a crucial part of America Constitution (1787) and of American political tradition. The power of the state is divided into legislative, judicial and executive powers which are relatively independent and mutually balanced. As Montesquieu proposed in his masterpiece The Spirit of Laws, a country should be organized upon the foundation of division of powers to prevent power from abuse and despotism. With the effort of the founding fathers, the system of three powers is included in the Constitution. Practice has shown that this system plays a critical role in stabilizing the United States, regulating the state's power and ensuring people's civil rights and many countries are influenced by America in this area.To learn more about the system of three rights of the United States, this article has made a deep research on its establishment and development in the United States. According to the distinguished features in different stages, the article presents the features and causes of the system during the period of free competition of capitalism and monopoly capitalism. During the period of free competition of capitalism, the congress played a most important role while during the period of monopoly capitalism, the president plays a most important role and the establishment of Judicial Review System rebuilt the system of three rights. Through these expositions, the author intends to make a comprehensive and objective evaluation on the system in order to make a contribution to China's political system which is the author's primary motive to write this paper.This article is divided into five parts.In the first part, the author analyzes the reasons of the establishment for the system of three powers which are mainly four: thought of Montesquieu about the three powers; lesson from Confederation Period; development made by the founders, the social background of the United States. So we come to the conclusion that the system of three powers is an inevitable choice for the United States.In the second part, the article is about the establishment of the system of three powers in the United States. In the next two parts, the article is about the development of the system. There are two stages: free competition of capitalism and monopoly capitalism. During the period of free competition of capitalism, the congress played the most important role. While during the period of monopoly capitalism, president plays the most important role. And the author analyzes the reasons.The last part is about the revelation of the system of the United States. The system of three powers has advantages, which bring revelation to us.From the above narration, we must hold an objective view on the system of three powers of the United States which is not the patent of capitalism. Also separations of powers and checks and balance are not the patent of the system of three powers. We can learn from the system and improve it according to China's national conditions. But we should not exaggerate its role. The prerequisite to learn and use it is to insist on people's Congress system which is the author's initiative motive.
