Chengdu Civil Service Quality Model And The Use Of Exploration

The construction of official quality has long been the very concern of each governmental agency. Especially, as the bringing up of the conception of service government, the quality construction of official team, which serves as the direct participant of constructing service government and the high efficiency government, has become the central section of developing the management of publical apartment. It does not only relate to the image of incumbent party in public, but also the future and prospect of the country's social and economical development. Promoting the overall quality and ability of Chengdu's official, is an important action of strengthening Chengdu's competitive power, as well as a crucial component of enhancing the Party's ruling ability.Based on attempting to construct the model of official quality from both theory and real diagnosis, and adopting a"theory supposition--real diagnosis—reanalyzing theory--revising the practice"method, this article achieves the model of official quality. The study will eventually form a complete system of quality model which includes various stratification of content, methods, management and so on, and will form a complete primary official quality model system and the quality appraisal system which includes the official general quality model system, the specialized quality model system, the quality evaluating indicator system, the quality appraisal main body system, the quality assessment method system, the quality model implementation and the support system and so on. Based on quality construction, the personnel administration system will also take it into the entire personnel administration's module, function and flow.
