Harmonious Society Construction Of Government Credit

"Government credit"is the basis and source of social credit and it is the cornerstone for the construction of social credit system. Historical experiences proved that the establishment of long-term stable social credit system, coordination of sorts of social relations, solving various scocial problems and seizing all opportunities to accelerate development to promote social harmony are the crux for our country and government to win initiative, advantage and victory under the current sustained spread of international financial crisis.Comrade Hu Jingtao points out that"we will build a socialist harmonious society of democracy, fairness and justice, fraternity, vitality and stability where human live in harmony with nature."In his Report to the Seventeenth National Congress on 24th, Oct, 2007. Therefore, we can see that"credit"is very important for the constructions of harmonious society. And government credit is the core of the whole social credit system and the loss of it will result the degradation of the whole social credit level.It is clearly pointed out in Decision on the Construction of the Governing Ability of the Party that"we should adapt to the profound changes of our society, highlight the construction of harmonious society, mobilize social vitality, promote social fairness and justice, enhance the legal and honesty awareness and make effort in maintaining social stability."It evidently proves that central committee of CPC attaches great importance to the building of socialism harmonious society. Meanwhile, it also shows that credit construction plays an extremely important role in the process of constructing harmonious society. It is the cornerstone, point of departure as well as stance of harmonious society. Therefore, the enhancement of government credit construction and advancement of government public action credit is particularly urgent and important at present. Comrade Hu Jingtao put forward"As long as we don't hesitate, don't be content, and don't engage in infighting"on the 30th anniversary of the Third Session of Eleventh Central Committee of the Party on 18th, Dec, 2008. When he explained"don't engage in fighting", he emphasized again that we should solve deep structural inconsistencies of system to establish a long-term social credit system to promote social harmony. However, if we want to build harmonious society, we should foster and maintain prestige and establish stable credit system on the basis of widely promoting credit. Generally speaking, social credit system includes citizen's credit, enterprise credit and government credit, and the particular role and status of the latter decides its crucial position in this system.Therefore, at present, to analyze the issue of government credit in our government departments, to examine the reasons of this issue, and to explore the basic ways to promote government credit are of important theoretical significance and of high value for guiding the reality.
