On September 27,2006,the Woodrow Wilson School of Public and International Affairs Princeton University released its final project report on national security of the United States.With approximately 400 American elites three years' commitment to the project,the report proposed that the U.S government should work with so called "democratic governments" to develop a global "Concert of Democracies"-a new institution designed to strengthen cooperation to reach consensus with its friends and allies within the U.N.as well as a powerful engine to promote the U.N reform.If the U.N cannot be reformed in a period of time as the U.S government wished,the Concert would be an alternative institution to authorize collective action for "Democracies",including the use of force.As a supportive response to the proposal, John McCain,a Republican Presidential candidate repeatedly called for a "League of Democracies" grouping "like-minded nations" to together "in the cause of peace" during the campaign.In retrospect history of American foreign policy,this kind of institution allied democracies has been founded before.Convened and promoted by the U.S,106 "democratic countries" gathering in Warsaw in June,2000,established a "Community of Democracies".From Community of Democracies to Concert of Democracies,this paper conducted a series of analysis about the strategic context,theoretical concept, specific content and development of this institution,arguing that this proposal, wrapped up by multilateralism,actually intended to create much more space for unilateral action of the U.S foreign policy.The strategic intention of this proposal lies in,not only "managing" the rise of emerging power like China,but also shaping international order and system to serve the long-range American interests by construction of new institutions.Nevertheless,the existing Community of Democracies' practice,together with the conflict toward Iraq War between America and its allies,indicate that the development of the institution allied democracies would inevitably sink into a predicament.Theoretically speaking,"democratic peace" which served as the original concept of the proposal,has inescapable shortcomings and limitations.In addition, completely shunned the framework of power and interests analysis of Realism,the proposal just started with common identity of democracy and then intended to strengthen cooperation by institutionalization is kind of simply plus Constructionism to Neo-liberal institutionism.
