US anti-missile policy toward Russia changed a lot after President George W. Bush come into the White House in 2001. He adjusted his predecessor's policy, speeded up deployment of national anti-missile system, even withdrew ABM for it. Meanwhile, the US seeked to deploy anti-missile system in east Europe and completed the negotiation with Poland and Czech Republic.Policy change of George W. Bush administration had a deep background, it was the reflection of power comparison between US and Russia after the end of cold war and different thoughts between George W. Bush and Bill Clinton.Anti-missile policy is an important part of Bush's Russia policy, which is also continuation of America's tactics on Russia. Bush's purpose of adopting anti-missile policy toward Russia is to strike, deter, weaken Russia and prevent the revival of Russia or at least retard it, to assure US dominance on the world. The anti-missile policy on Russia since 2001 has its own long term strategic consideration, it reflected Republican's realistic thoughts and even their cold war mind, which also showed America's social mentality of pursuing absolute security and technology-oriented.President George W. Bush's anti-missile policy toward Russia is a double–edged sword. On one side, it is beneficial for the US to strengthen its dominant status through containing Russia and promoting its own development. On the other side, Bush's anti-missile policy had a negative effect on US-Russia relationship and international situation, what is more, the policy made Russia know more about US, and began to cope with America's policy.
