International communication has become a powerful trend of the modern international society development, international organization between governments are playing an important role in the international society. Like the theory of state responsibility is evolving, responsibility of international organization's research is also meaningful for the development of international law. Nowadays, academic activity is very vibrant, in this circumstance, it is significant to discussing responsibility of international organization for China's precipitation in international organizations, and also clear the feature as a responsible country. This scholar paper will discuss the definition of the responsibility, the constituting elements of the responsibility, and also attributive principle of the responsibility.This scholar paper includes five chapters.Chapter One introduce the fundamental legal issues of responsibility of international organization, specifically the conception of responsibility of international organization, legal bases of the responsibility and the differences between state responsibility and responsibility of international organization. This part is the threshold of all the main issues, with the reference of International Law Commission's viewpoint, there's a comprehensive conception for responsibility of international organization.Chapter Two devotes in the discussion of constituting elements of the responsibility. There're two keystone issues to be clarified, one is the definition of international wrong and the other is attributive principle of the responsibility. Accordingly, there're three subsidiary principles for understanding attributive principle. This chapter provides a clear skeleton of constituting elements of the responsibility and also a pre-introduction for the following chapter.Chapter Three deals with how to take on the responsibility and immunity of the responsibility. Chapter Four mainly discuss the situation and potential development of the theory, and also gives some insights and advises for China's participation in the international organizations.Chapter Five is a summary and a conclusion.
