| This master's thesis,in Shanghai Lu wan People's Congress groups structure as the research object,listed and analysed the construction of the distribution situation of the 12th and 13th,the 14th session of the Lu wan People's Congress for three representative election results of the area,with the data of the district People's Congress.Through research,data collection,data with related department personnel individual interview,etc,this thesis explored the ways in the socialist democratic politics construction process,the district level PC structure optimization problems of examples,and analyzes internal and external causes such as the legal system is not perfect,imperfect operating procedures,voters and represent not strong,lack of internal and external supervision and etc..And it put forward the corresponding can have certain practical Suggestions and countermeasures.This thesis holds that,the optimization of the district People's Congress shall insist on the structure of the leadership of the communist party of China,uphold and improve the system of People's Congresses,law and the development of the new situation,the new characteristics of regional development,organic combination of five new premises. Especially with the status quo of Lu wan PC,it put forward that the research should be based upon thc economic structure adjustment,floating population characteristics, such as increasing scientific structure adjustment of the standard and representatives to raise the proportion of democratic consciousness.And establish a basis for the implementation of standard integrity,main objective,justice system,optimize considerations which represent structure,improve the optimization of the district People's Congress to show that the deputies of the PC effectively reflect voters and also make it more realized that the people arc the masters of the exercise of rights and obligations,which improve the People's Congress system,and promote socialist democratic construction efforts. |
