Since the foundation of modern policing system in 1829, the policing law enforcement departments have made continuous efforts to enhance their self-construction with the development of social culture, science and technology. Through the reform and renovation of policing management, they have succeeded in promoting the improvement of the policing operation system and mechanism, the better performance of their duty by law, the better protection of the profits of the public, and the maintenance of social stability and public order. During the approximate 200 years of developing history, the modern policing system has seen its serial reforms of professional, specialization, modernization, and socialization. Since the 1980's, the new public management theory, which was proposed by the European and American countries in their reforms of government administration, gradually became the new drive and method for the western countries' law enforcement departments to promote their policing reform. Through the research and analysis of policing reform carried out by the New York Police Department in the U.S.A, I try to find out the inner factors that promote its implementation, and to absorb their experiences to promote the theoretical discussions on policing reform in Shanghai.
