| Enhancing the leadership competence of the Party is the important decision made in the 4th Plenary Session of the 16th Conference of C.P.C. Improving the leadership competence of the Party has something to do with the party's future and fate. It is the urgent need of the present political situation to study the problem about the leadership competence of the Party from the perspective of the ethic of responsibility. Being responsible for people, serving people and safeguarding the people's interests are the party's compelling ethic of responsibility.Max Weber raised the conception of the Ethic of Responsibility in 1894. Weber thought there were two different political ideas in the society, which were the ethic of conviction and the ethic of responsibility. He emphasized that political commentators had to do things according to the ethic of responsibility but not the ethic of conviction. If they didn't do things according to the principle of the ethic of responsibility, the political activities wouldn't achieve the goal that people expected. In China, the ethic of responsibility has become an important criterion that the party is in power at present. To accomplish the party's ethic of responsibility is of value to improving the leadership competence and level of the party.The party's ethic of responsibility consists of considering the results before carrying out political things and undertaking responsibility after meeting with problems. At the moment, accomplishing the party's ethic of responsibility meets with some difficulties, which lower the party's leadership competence and prestige. To solve the difficulties not only relies on improving the political systems but also depends on the individual's responsibility activity based on ethics, which is the key problem that the paper must settle. Only if we enhance the building of the party's ethic of responsibility, can we founding a responsibility party and realize the social development and stability. |
