The resource-based cities,as a unique urban type, has been widely studied. But in the course of sustainable development, it will face not only the economic crisis,but also the serious social and ecological crisis. However, there have being existed great defects of the government function for resource-based cities for a long time. If the government's functions were not transformed timely, there will be no chance to realize the sustainable development of the city.In this article the author analyzed the existent problems for resource-based cities in the process of changing the local government's function with the expectation of providing constructive opinions for the changing of the resource-based cities and urban sustainable development. There are mainly four parts in this article. In the first part, the author analyzed the concept, process and characteristics of the resource-based cities and the transformation of government's functions. In the second part, the author analyzed the necessity of the transformation of government functions for the resource-based cities, using the relationship among the government, enterprises and the environment as the logic starting point. In the third part, the author analyzed the influencing factors of the transformation of government's functions, combining with the actual status of the resource-based cities from such perspectives as the concept, interests, system separately. The fourth part is a typical case analysis. The city of JiaYuGuan, locating in central Hexi corridor of northwestern Gansu province, is a typical resource-rich city. Based on the local survey data and the transformation of government's function and its causes, the author deeply expounded the transformation of government's function and its causes, and explained that we should carry out the transformation of government's functions from three aspects: government ability, government innovation and the public service.
