In recent years, with the speedup of steps of information, the legalization, the centralization and specialization, grassroots financial department have new problems in the civil servant management. However, for a long time, some grassroots leaders focused on the simple level such as the information of methods and the standardization of procedures, while they neglected the most important and active element. There is no full account of the specificity of the grass-roots financial sector, which caused the weakening of incentive mechanism with inherent shortage in grassroots financial department.This paper is divided into three parts. The first part mainly introduced the background and significance of choosing this topic, defined the basic concepts. The second part were the Financial Department of the grassroots level incentives discussed in detail. Through a questionnaire survey, the basic conditions of civil servants in Tongzhou Finance Bureau been introduced. The third part pointed out that we should establish some ideas and abides by principals in order to improve the incentive mechanism for civil servants in grassroots finance department.This paper analyzed the need characteristics of civil servant in grassroots based on the questionnaire.
