The 21st century is an age of high risk and mankind is faced with a variety of unpredictable and elusive risks. Series of disasters like Hurricane Katrina, Indonesian tsunami, SARS, 9 ? 11 terrorist attacks, the global financial crisis, Chile earthquake ... ... are warning us: human race is entering into a new society characterized by risk. The modern risks'influence sphere is broader and the destruction is more serious than the traditional risks.As a big country in the course of rapid economic development and social transformation, China is also in the high risk period facing more serious risks. To prevent and resolve the social risks reasonably and effectively relates to China's economic development, social stability and also has great significance in achieving the grand goals of harmonious society.This thesis is divided into the following parts: introduction outlines the research status at home and abroad and elaborates the methods and ideas of this thesis. The first chapter discusses the connotation and types of the social risk. Risk, social risk and risk society are three different concepts. Making the distinction in defining social risk is to study more clearly. Chapter two analyses the reasons,the performances and characteristics of our country's high risk period to prepare for making better targeted response measures. Chapter three studies the social risk management,social risk management organization and emergency plan. Chapter four discusses the specific measures and solutions, in particular the response patterns suitable to China's actual conditions.
