The Secretariat of the CPC Central Committee is an important component of the leadership system, and its historical evolution is a rich developmental process. Serving successively as the highest decision-making and leading body of the Central Committee, an organization in charge of day-to-day work and an administrative office under the Central Committee, the Secretariat has played a vital role and exerted great influence on the revolution, construction and reform led by the CPC. Specifically, its historical evolution and functional change can be summarized into three stages. The first stage is from the original establishment of the Secretariat of the CPC Central Committee during the Fifth Plenary Session of the Sixth Conference of the CPC in January, 1934 to the Eighth National Congress of the Party in September, 1956. In this stage the Secretariat's position and function are equivalent to those of the Standing Committee of the Political Bureau of the CPC as it took the responsibility of the highest policy-making and leadership. The second stage is from the Eighth National Congress to the Ninth National Congress of the Party, during which the Secretariat was on the front line chairing central routine under the leadership of the Party Central Committee and Mao Zedong, and became the full authority executing organ of the CPC Central Committee. After the"Cultural Revolution"was started, the Secretariat was replaced by the Central Cultural Revolution Group gradually, and was dismissed in the Eighth National Congress of the Party. The third stage is from the Fifth Plenary Session of the Eleventh National Congress of the Party in February, 1980 till today, and this stage could be further separated into two parts by the Thirteenth National Congress. The Secretariat of the CPC Central Committee was restored by the Fifth Plenary Session of the Eleventh National Congress of the Party in February, 1980, and its functional orientation corresponded to the Secretariat of the CPC Central Committee's setting up in the Eighth National Congress as it took the mission of fostering collective successor. This is the first part. The second part is after the Thirteenth National Congress of the Party. With new changes introduced to the orientation of its function and the selection of its deputies, the Secretariat of the CPC Central Committee became the administrative office of the Political Bureau of the Central Committee and the Standing Committee of the Political Bureau of the CPC, and its members, who used to be elected solely by the Central Committee, now first get the nomination from the Standing Committee of the Political Bureau of the CPC, and then voted through by the CPC Central Committee.The functional changes of the Secretariat of the Central Committee of the CPC reflect the exploration and adjustment of the setting of the CPC's leading institution through the revolution, construction and reform led by the CPC, and the searching of ways to distribute authority scientifically and fairly. The ultimate aim of this exploration is to promote scientific, democratic and institutionalized decision-making, improve the execution and efficiency of day-to-day leadership, and consequently construct a vibrant system of central collective leadership.
