There are many profound reasons to explain the rise of the global association revolution. It arose in the eighties of last century. With the speed up of the process of globalization, the western countries faced both failures of government and market. Under the background of such an era, the rise of the NGOs in the world played a positive role in the promotion of the process of democracy and rule of law. However, democratic participation in the era of globalization also faced a series of problems, even fell in crisis. Therefore, the NGO provided a method for the democratic participation which is in mud. On the basis of analysis of the impact of the global association revolution to the process of democracy of rule of law and the law value and functions of NGOs'democracy participation, the author intends to study the present status of NGOs' democracy participation in China. And by finding out the main reasons which restrict the democratic participation, the author hopes to put forward relevant measures to improve its present status and to fulfill the function of democratic participation.
