Begging phenomenon has been a problem to past dynasties in history. Today, with the economy's developing and living standard's improving, the beggars'purpose has changed from "begging for food" to "begging for rich". Furthermore,90 per cent of beggars are begging for rich now. To gain more profit, some people control the disadvantaged groups, such as the disable and children, and force them to be career beggars by various means. Those begging organizers make the disadvantaged groups as their tools to gain illegal profit and disorder the social administrative system. They restrict and infringe the personal liberty of the disadvantaged groups. That has becomes a serious social problem and brings a series of crisis to society. The thesis suggests that the begging organizers shall be penalized severely according to the Penal Law. After careful studying and analyzing the corresponding legislation of Hongkong, Macao, Taiwan and other countries, the thesis brings forward suggestions to Amendment to Penal Law Item 6 in order to solve the problem of "begging for rich".
