Network Impact Studies, Public Opinion On China's Democratic Politics Construction

The internet is one of the greatest inventions in human history, which en-hances peoples'communication capability and enriches peoples'information ac-quiring manners, and significantly changes peoples'life style, thinking mode and values. As a new media form, the development and influence of the internet media have been generally concern. Network media and democracy have a natu-ral consistency, which opens a free and democratic new space and profound im-pact on our country's democracy in various ways. In this era of globalization and information, using the internet to promote democracy in China is a request of the era. In recent years, many scholars made a lot of in-depth researches on re-lated issues; however, it's necessary to make further researches on related is-sues due to the short history of the internet media in our country. The paper ad-dresses impact the internet media on the construction of the democracy from both positive and negative sides, where theoretical and empirical methods are both used.The paper constitutes of three parts. The first part outlines the internet media and democratic politics. Network media has the following characters: freedom and equality to the main participates, interactive and convenient to communication, open to the world, containing massive content, the diversity of opinions, virtual, and emotional which is not easily controlled. Network media and democracy has a good point of integration. The second part elaborates posi-tive impact of the internet media on the democracy construction of our country. The internet media is a space with equality, freedom, and openness. Compared with the traditional media, it's more easy to achieve the peak. In recent years, the social focuses and hot events initiated, participated or promoted by the in-ternet media emerge more frequently, which motive peoples' enthusiasm to par-ticipate in social and political life and power. The internet media triggered peoples'civic consciousness, and improved peoples' sense of participation, rights awareness, critical spirit, and cultivated their habits of cooperation and negotiation. The internet media also has ground-breaking significance to the practice of the construction of democratic. It promotes the opening of the gov-ernment information, makes the social consensus is more powerful and effec-tive, makes the government decision-making more scientific and democratic. These are the progress of democracy construction. The internet media has been getting more influential. It has become a platform to collecting and gathering peoples'opinions and wisdom. The internet has become a positive bridge be-tween the government and the public. Participating politics, collecting public the needs, and enquiring for strategies via the internet will gradually to be com-mon.The third part illustrates the negative impacts of internet media and meth-ods to resolve such impacts. The internet media also has congenital deficiency; there are influences from of western culture, values, democratic model to us, and the disruption to the social life by false and harmful information, the cyber violence, and cyber crime. All these require us to change thinking and under-standing, grasp the interaction balance principle, and against such adverse im-pacts by improve laws and regulations, strengthening the construction of main-stream websites, regulating the supervision methods, emphasising on the train-ing of the "media leaders", strengthening the industry self-regulation etc.
