In the era of globalization and integration, global problems have increasingly threatened the entire human society. To some extent, national interests and international interests have overlapped, the meaning of governmental public power—which is on behalf of the state and social interests—is not only to safeguard national independence externally as well as to maintain social order and administrate public affairs internally, but also has gained international significance in some sense. The activities of governmental public power can be seen everywhere in the international arena such as economic, military, environmental and so forth. Under this historical background, governmental public power has run into its new dimension—international extension. In order to demonstrate this new change, this thesis will be carried out in five chapters:Chapter one is introduction. This part is focused on explanation of the research theme and research framework, as well as summarization of relevant academic materials home and abroad.Chapter two is to reread the concept of governmental public power. This part will put emphasis on the discussion of the meaning of governmental public power and its new changes. It argues that concepts of power, public power and governmental public power have distinguished from each other for their different focuses: public power is different from power for its unique public nature; governmental public power is distinct because of its governmental origin and is operated by government. With the deepening of globalization, the governance of global issues such as population, environment, resource, drug, terrorism, the financial crisis and the like has become an incumbent duty of all governments. The governmental public power is hereby extending to international level, namely, to participate in international cooperation and take charge of international public affairs.Chapter three is to explain the reason of international extension of governmental public power. Based on the discussion of globalization, the limited demisability of sovereign rights and the evolution of the concept of national interest, this part will further explore the necessity and legitimacy of the international extension of governmental public power, as well as the foundation for the new concept of national interest. This paper argues that, the international extension of the governmental public power is based on the limited demisability and sharing of sovereign rights. Only when the condition of sharing sovereign rights is matured, can one country involve legitimately and reasonably in the governance of affairs which is other countries'domestic issue on the surface but rather global issue in substance. While each of the countries involved in cooperation has to alienate some part of its sovereign right, however, by participating in the cooperation, each country has also shared some sovereign right alienated by other countries. This is the substantial meaning of the international extension of governmental public power.Chapter four will transfer to the approaches of the international extension of governmental public power. From its apparent form, the new dimension of the governmental public power is realized by participating in international public affairs or"global governance"in other words. The operation of power is also in multi-level and multi-channel approaches, including inter-governmental collaborations, cooperation between governments and non-governmental organizations, the domestication of global governance and the internationalization of national governance.Chapter five is the conclusion. By summarizing the main points in the whole thesis, this part will analyses China's situation from its national strategic perspective, and suggest that China should take action as respond to the new trend of international extension of governmental public power, and make a difference.
