Public Policy Discourse Turned To Its Behind

In political linguistics,discourse is both a political interpretation and political act.It not only showcases the world, but also serves as a tool to illustrate, constitute and construct the world. Therefore, the interpretation of political issue through language and the examination of linguistic phenomenon in politics lead us to two research directions of political linguistics.Yet in either direction have Chinese scholars developed adequate theory consciousness.The thesis intends to fill the research gap in this field.As a public policy discourse, the family planning slogan in China is typical due to its unusual policy status and implementation time. With economic development and changes of population policy, the expression, distribution and posting areas of family planning slogans have changed from time to time.The first purpose of discourse analysis is to understand the social impact of discourse acts.Therefore, this thesis first reviews the conversion of family planning slogans since reform and opening up in 1979 from the constructivism perspective. Through discourse analysis and comparative analysis,this thesis explores the influence on social roles,social relations and social feeling brought by the conversion of family planning slogans in terms of vocabulary, grammar and strength in this period, during which the expression of these slogans has changed from dull-word, vague and forceful style to multiple-word, clear and gentle ones.Discourse construction originates from noting but social practice, which is firmly rooted in and oriented to the real social structure.The second purpose of discourse analysis is to reveal the ideology behind the words.Therefore, this thesis identifies the drive for converting family planning slogan from the angle of criticism, thus explores the changing path of macro power structure and governance behind the discourse.It is noticeable that reform always comes with a price and frictions are inevitable in transformation. The continuous struggles in the "public energy field" make China's political reform end up with interest conflicts, policy failures,institutional void and several interrupted and repeated processes.Among those game players, citizens' resistance and local governments' interference are the most important factors which reduce, invalidate and alienate the effectiveness of family planning policy.In full recognition of the importance of policy discourse and difficulties in converting, this thesis presented to the public policy discourse strategy for harmonious,which encourages the involvement of multi-stakeholder, enhancement of policy marketing and the making of speech rules for the democratization, commercialization and institutionalization of policy discourse..
