With the rise of their strategic position, African countries receive more attention and become the targets of big powers'fierce competition. Out of the comprehensive consideration of strategy, economy and politics, Japan has dramatically increased its ODA to African countries and in particular, in 2008, the Tokyo International Conference of A frican Development demonstrated Japan has core interests in African continent which rose widely concerns from international society. Therefore, the policy of Africa ODA is not only a vital part of Japan's ODA policy, and also take an important position in Japan's foreign policy. As for the Analyzing methods, the author tries to take the differentiation and coordination between Japan's African ODA and Global Development Trends as the researching perspective and make historical analysis of the Tokyo-African Development International Conference to explore the ever changing stages of Japan's African ODA and the characteristics of each stages respectively and eventually give the prediction about the prospect of the African ODA policy.
