Exchange System Of Provincial-level Leading Cadres

As an important part of the personnel system reform, Communist Party of China and Government leading cadres exchange system reform would further promote the institutionalization and democratization of Chinese Communist Party and Government leading cadres system reform. As to the system, the exchange system of Party and Government leading cadres not only includes the principle of the exchange and means, such as otters theoretical basis of this system, but also includes relationship of the exchange of Party and Government leading cadres system, evade the system, the selection system, and other related issues. After several stages of gestation, the exchange of Party and Government leading cadres, the basic system has been gradually forming, and the increasingly improved. However, from the study, it found some problems in the exchange of leading cadres at the provincial level, mainly including lack of certain normative of the exchange resulting from accountability, lack of mandatory exchange of cadres at the provincial level.This article focuses on analysis of the two general circumstances of provincial leaders exchange from 2003, and adjusting exchange of the actual leading cadres situation of the provincial-level of Party and Government. This paper argues and analyzes the following important point. At the first place, appointment of the right to ownership in the exchange system reform is the core issue of the provincial party and government leading cadres. It shows that the reform of the current system still did not touch the central appointment system for this fundamental problem. Secondly, although the results is some progressive, which are not entirely attributable to the reasons for reform of the system itself, the social sphere and economic fields play a role in promoting the transformation of the. Thirdly, it is also lack of substantial electoral democracy, partly because Party still does not correctly understand position in democratic politics. Fourthly, improving the provincial-level party and government leading cadres exchange system, it is a necessary requirement to promote inner-Party democracy-building. This requires that the participation of members in Party elections have taken part in Party decision-making, and express the will of party members, which is the primary and an important manifestation of inner-party democracy.
