Threats of pirates are become more and more serious from 2007. The activity of the pirates draws all people's attention of the whole world. It is a long history for the world to face pirate's problems. There are many reasons for the rampancy of pirates, but the root of the pirates'robbery is always depending on the influence of local politics, social problems and poverty-stricken situation. Because of the high frequency of pirates and the influence of global economy, modern pirates have had different ways to do their robberies, which is too perishing for international society to strike pirates strongly. The identification of pirates'behavior in International Laws is becoming more and more not adapted for actuality. It is also very hard for professors to identify the activities of pirates. The changing of Somali piracy problems influences the world greatly. China's maritime interests are also being attacked seriously by the activities of Somali pirates.The evolvement of Somali pirates'problem affected the whole global society fiercely. The problem of Somali pirates cannot be solved perfectly in short-term because of many complicated reasons. Most of the international countries adopted many different protecting actions to prevent the threats of Somali pirates. China also sent navies to Somali for blowing the local pirates, protecting business cargos and keeping our advantage in nation and ocean.All countries of the world need join together to attack Somali pirates immediately. This paper studies from the identification of pirates, and then analyzing some problems when China facing to attack Somali pirates, which is based on analyzing the legal basis of sending navy to strike Somali pirates. At last this paper discusses this behavior of sending navy to Somalia and attack pirates has great influence in all parts of China.
